This is some info I gathered from many different people about the best way for a ranger to set up there hot bar to increase overall dps and no steal agro .
This is a reply from one of the sources I used to increase my dps.
Well the good news is that you wont have to change up your rotation much, cause I basicly run mine the same way that you do. Longest refresh timers to the shortest. However, I'd be willing to bet my start is a bit different then yours. So lets cover that first. Always make sure you are in that sweet spot. This is going to be critical. Too close, and you cant ranged attack. to far away and you miss small, but important dps with melee CAs.
Intoxication before the pull (when its up of course)
MT pulls the mob. (I usually dont wait for him to get the mob placed)
Ranged Auto attack on. (this gets your first shot off early)
Vines and Cover Fire (to help debuff the mob and allow the raid some additional time to debuff)
Snaring Shot and Precise Shot (a 5s refresh and a 10s refresh.. you'll see why in a second)
Mortal reminder, Longbalde then Rangers Blade or Emberstrike (again this gives more time for your raid to debuff, adds a dot from the start and procs Intox as a dot)
Ranged Auto Attack and Leg Shot (should be refreshed)
The rest of your unused melee CAs
Ranged Auto attack (usually 3-4 melee combat arts and your ranged auto attack is ready to pop again) I usually use PBS right here as well.
Hopefully around this point in time, your brigand is popping off dispatch. You man need to make adjustments here depending. The closer you can match your focus aim volleys with the brigs dispatch, the better your numbers will be.
Pop off focus, burn your big shots. I start with Devit Arrow to make sure I land as many shots [I cannot control my vocabulary] possible, followed by Confounding Arrow to make sure the hate stays on the tank while I launch my assault. After this, its really just preference. Also note, that longblade will be refreshed about the 3rd ranged CA. So thats there for a quick drop to stealth to use Vieled Fire or Selection at the tail end of focus. Might wanna give yourself about 2s to get this done. 3 if theres lag. As long as the CA is started with Focus, you get the benefits even if its over before you finish casting.
Now just burn through your remaining ranged CAs. By the time you get to the end, Precise and Legshot will be ready again (which is why I lead off with them)
After that, just use whatever refreshes first maken sure that if you use a melee CA or chain 2-3 make sure you swap back to Ranged Auto Attack before casting a ranged CA. More often then not, you will get the AA off and the clock cycles again while you are casting that.
If its a long named fight, pop Killing and Honed reflexes, dont be afraid to use these two often. Try and save them for named fights that will take some time, but if you know you dont have a named to fight in the next 5m you should use it if Focus happens to be down that fight. This will of course depend on how quickly you are pulling trash.
More good news. I see you have windshaped. You should be able to push some very respectable numbers with that. I'd venture to say between 2.4 to 2.8k fairly regular. To get up above 3k you'll need a better bow, but at least you arent hurting too badly here.
Okay, now for the bad news. Your Str and Agi are extremely low. You are short about 100-150 Str. Granted, you have some respectable INT but thats only going to help most of your procs. Self buffed you should be around 600 Str. Generally if your punching up your Str, Agi will follow. The other thing I would suggest is that you get your DT access quest done. Its a really good slot for your wrist, and a nice haste item. Replace that feather charm. The other item I would replace asap is your engagement ring. You can do the Claymore line and get a ring with +30 to all stats. No realy need to finish this quest if you dont want to because they will be adjusting the Kilij anyways. However, if you can finsh it before then, might as well do it. 50-100 extra ZW DPS is always a plus.. You should also try and get your access for Chel'Drak done. The reward is a ring with okay stats +15 iirc, but it also cuts down your reuse timers by 5% I believe.
Your Mantle of the Outrider. Theres no Str on that piece. Unless you are wearing it for a set bonus, theres no need to be wearing that. Put something on thats got str on it. Also, Id either swap your hex doll for the claymore book with the int on it, a str hex doll, or another battleworn canteen.
Key pieces to be watching for (since I dont know how much stuff you are clearing) Buckler of the Howler. Shadow Strider Boots. If you guys still run DT Clawed Basilisk boots. Anything thats chain with Str and Int.
So go ahead and try that out for awhile. Im sure some of the slight changes might feel a bit wierd at first, but after awhile you settle in. Thats probably the most important part of it all. Having a good flow. The better you flow the better your dps will be. Lag sucks cause it messes with the flow.
